SI 24001 - Organizational Resilience Management System (ORMS)

Israeli Standard 24001 (original) for management of Functional Resilience will help in preparing organizations to deal with emergency or irregular situations (Emergency Preparedness). The standard combines requirements for analysis of risks and threats to the organization, as a basis for preparing management plans. Preparedness (Mitigation) for events that disrupt the preparations and the response to them, as well as the Functional Continuity and recovery from those events are the basis for the requirements of this standard.
The World-Trade Center Disaster in 2001 was the defining event that raised awareness to the degree of vulnerability of infrastructure in cases of terrorist attacks or large-scale natural disasters such as storms, earthquakes and tsunami. In order to survive in the global economy, every organization must prepare and plan ahead for its continued functioning even during a crisis such as this.

SI 24001 is applicable for organizations of all sizes and types that aspire to:

  • Strengthen the functional resilience, improve operational continuity and protection of critical assets.
  • Create, realize, maintain and improve the functional resilience management system.
  • Ensure adherence to the declared functional resilience policy.
  • Demonstrate to others that the functional resilience policy is adhered to.
  • Take upon themselves the dedication to this standard.

Creating a functional resilience management system as per standard SI 24001 will enable the organization to:

  • Identify the risks and threats to the organization and evaluate them.
  • Identify and manage processes to mitigate the threats.
  • Identify, review and manage the alternatives for continuity.
  • Comply with requirements from market, clients and authorities.
  • Reduce expenses from lost resources and discontinued operations.

Auditors from the Standards Institution of Israel will assist in verifying that the organization’s functional resilience management system meets the standard’s requirements, where improvements are necessary, and perform the certification as per SI 24001.
It is recommended, as part of the certification process, to also incorporate Quality Management (according to requirements for SI ISO 9001), to create overall effective management in the organization.

Implementing this standard can be integrated with existing management systems as follows:

  • Organizations certified for ISO 9001 – This standard does not contain requirements dealing with catastrophic events that could disable production. Certification per standard SI 24001 will complete preparations for this type of event.
  • Organizations certified for SI ISO 14001 Environmental Management, SI OHSAS 18001 Occupational Health and Safety and SI ISO 22000 Food safety management only refer to accidents and not deliberates hostile events. Certification per standard SI 24001 will complete preparations for this type of event.
  • Organizations certified for SI ISO 27001 for Information security management systems – The standard only refers to information security. Certification per standard SI 24001 will complete preparations for other types of threats to the organization.
The standard is serves as complementary activities of the organization also for ongoing security events in the organization activities.

The path to certification

Certification is done after implementation of an intra-organizational process, in which the organization’s functional resilience system, per the standard requirements, is successfully implemented. In order to start the process, it is recommended to purchase the standard at the Standards Institution information center, to learn the requirements and to participate in appropriate training. Additionally, consultants that specialize in quality control can be used, and the Standards Institution of Israel can conduct a preliminary audit to review the disparities.
The process should be seen as an opportunity for improvement by a team from the organization that will receive support and involvement of management. At the end of the process, auditors of the Standards Institution of Israel that are independent will perform the certifying audit that confirms that the organization’s functional resilience system is appropriate.
