TL9000 Qvality Management System, Measurement Handbook


Manufacturers in the communications industry require certification from their suppliers that meets requirements specific to the communications industry. This is a contractual obligation that is suitable for manufacturing organizations, organizations that develop hardware or software and organizations that perform integration and services.
Standard TL9000 was written by an international body (QUEST) in which are members man large communications companies such as: Alcatel, Lucent, Ericsson, etc. Certification according to this standard combine the requirements for SI ISO 9001, general mandatory requirements for standard TL9000 and additional requirements in the fields of software, hardware and service, as well as an additional set of general requirements (mandatory). Additionally, the body that manages the communications industry (QUEST), defined and prescribed metrics in those categories, that must be measured and reported to a central global entity (UTD).
Recognition by the Standards Institution of Israel of compatibility of a quality management system in the communications industry to the requirements of standard TL9000, demonstrates that the organization took the necessary steps to ensure its commitment to the quality of its products.

Creating a quality management system as per TL9000 will enable:

Auditors from the Standards Institution of Israel will assist in verifying that the organization’s  system meets the standard’s requirements, and where improvements are necessary. Certification is given by a British Certification Body (NQA), while the audits are conducted in Hebrew by auditors from the Standards Institution of Israel.

The path to certification

Certification is done after implementation of an intra-organizational process, in which the organization’s quality system, per the standard requirements, is successfully implemented. In order to start the process, it is recommended to purchase the standard at the Standards Institution information center, to learn the requirements and to participate in appropriate training. Additionally, consultants that specialize in quality control can be used, and the Standards Institution of Israel can conduct a preliminary audit to review the disparities.
The process should be seen as an opportunity for improvement by a team from the organization that will receive support and involvement of management. At the end of the process, reviewers that are independent of the Standards Institution of Israel will perform the certifying audit that confirms that the organization’s quality system is appropriate.
